Board

The Illinois Valley Soil & Water Conservation District (IVSWCD) receives its direction from a board of seven (7) Directors and seven (7) Associate Directors. Directors are elected in a general election and must meet Oregon Department of Agriculture (ODA) requirements to be eligible for either a zone (PDF) or at-large position. Associate Directors are appointed by the existing Board. Each member serves a four-year term. All 14 Illinois Valley SWCD Board members serve as Council members on the Watershed Council. The Board and Council members are listed below.

Carl Summers, Director – Zone 1. Carl is one of the founding members of the Watershed Council, which was formed in 1994. Carl was later elected to the IVSWCD Board and began serving as a Director in January 2001. Carl is certified to rescue salmon from seasonal creeks. His interests include water conservation, riparian habitat, and whale watching.

Keith Nelsen, Director – Zone 2. Keith has the most seniority of the elected members on the Board. He began serving in January 1979. Keith is a farmer  and his family operates the “Sweet Cron” stand north of Cave Junction on Highway 199. His interests include all types of farming and youth projects.

Gordon Lyford, Director, Zone 3. Gordon began serving on the Board in January 2005 as an At-Large Director served on the Board as an Associate Director from January 2009-October 2011 when he was appointed by the board to fill a vacancy in Zone 3.

Gordon has a BS in engineering of agricultural systems from Arizona State University, a MS from the University of California at Davis in irrigation and drainage, and is a registered agricultural engineer and  Certified Water Right Examiner in Oregon.  He retired from 31 years of service with the US Department of the Interior in 2007, and Gordon now does volunteer work for The Nature Conservancy.

Romain Cooper, Director – Zone 4. Romain was elected in November 2000 and began serving on the Board in January 2001. Romain is a biological consultant and his interests include conservation, wildlife, fisheries, water quality, farming. and bird watching. His current term ends December 2012.

Loren Brown, Director – Zone 5. Loren is a commercial fisherman and farmer of organic blueberries. He became involved with the District in conjuction with an irrigation efficiency project on Althouse Creek, transitioning water delivery from a push-up dam and ditch system to buried mainlines. Loren’s varied interests include adventure motorcycling and touring, and he also serves on the Board of Directors for the Del Norte Fishermen’s Marketing Association. Loren was appointed to the SWCD board in January 2012 to fill a vacancy. His term will end in December 2012.

Joe Krauss, Director – At Large. Joe first came to the board as an appointed Associate Director in July, 2008. He was elected to the board and began serving as Director – At Large in January 2009. Joe works in the lumber industry and his interests include forest products, farming, and streambank stabilization.

Bill Reid, Director – At Large; Chair. Bill’s interest in the IVSWCD and IVWC began after seeing some of the District & Council’s completed projects in operation. Bill first came to the board as an appointed Associate Director in July, 2006. He was elected to the board and began serving as Director – At Large in January 2007. Bill is a real estate broker at Oregon Mountain Real Estate and vineyard operator. Bill and his wife have owned and operated Twin Creeks Vineyard since 1980.  Bill is a licensed amateur “Ham” radio operator–look him up at call sign KB7EKC–and also restores antique radios.

Jan Walker, Associate Director. Jan was appointed to the board in May 2003. She is a member of the Siskiyou Audubon and the Native Plant Society of Oregon. Her interests include stream restoration, water quality for fish, and gardening with native plants. She is co-author, with Max Bennett, of the Field Guide to Shrubs of Southwestern Oregon.

Don Young, Associate Director. Don was appointed to the board in July 2002. Don’s interest in serving on the Board and Council began after friend and former Board Member Walt Freeman approached him regarding an opening on the Council. Don has a unique combination of active interest in mining and has an environmental background. He is an active member of the Sierra Club. Don’s other activites include inventing (or as Don puts it “tinkering”), searching for edible plants, and tracking.

Amy Fogg-Meyer, Associate Director.  Amy was appointed to the board in February 2006. Amy is a high school vocation/agricultural, landscaping and welding teacher at the Illinois Valley High School. Her interests include FFA, hiking, animals, and nature.

John Gardiner, Associate Director. John was appointed to the board in June of 2007. He is a watershed/river management consultant and alpaca farmer. His interests include riparian restoration and gardening.

Daniel Dalegowski, Associate Director. Daniel was appointed to the IVSWCD Board in 2011 in order to provide a liaison between the City of Cave Junction and the District. Daniel serves the City as Council Position 3. He also operates Drupalique LLC, a local web-design business, and is interested in promoting local agriculture.

Emily Ring, Associate Director. Emily has had a long personal interest in watershed- and landscape-level connectivity restoration. She has channeled that interest into work with the Watershed Council and her current position as a National Park Service physical scientist, where her work at the Oregon Caves National Monument has  a water chemistry and biology focus. Emily has served as a Watershed Council member since 2010. In her spare time she enjoys hang gliding, GIS mapping, and wandering around aimlessly.

Carol Crawford, Associate Director. Carol has been involved with farming, in one form or another, since the 1980′s. She has experience growing hay and grain, as well as beef, pork, eggs, and milk goats. Today, she continues to farm and also works as a janitor and veterinarian assistant at Dr. Joe’s Pet Hospital. “I’m interested in all things Equine, particularly endurance riding,” says Carol. “I like to do trail work, garden a little, ride my horses, and play with my dogs.” She is a member of the Sourdough Chapter of Back Country Horsemen, Rogue Riders, and the Josephine County Equestrian Coalition. Carol was appointed to the Watershed Council in January 2012 to fill a vacancy.
